December was a busy month for CPSR, with our annual Members Meeting, a Board meeting and the TechnoPolitics BarCamp.  To those who responded to our end-of-year appeal for membership renewal and donations, thank you! Your support makes possible the continuing infrastructure that CPSR provides to members and others in the digital technology policy community.


TECHNOPOLICTICS CAMP SUMMARY

Over 60 experts and advocates working at the intersection of technology and politics came to the Open Source Applications Foundation on December 17 for a followup to the technology and politics session at BarCamp Stanford in August.  Breakout sessions included such topics as:

  - How to change the D.C. mindset
  - NetNeutrality
  - Neat websites, innovations, speculative ideas
  - Online dialogue and deliberation
  - Legislation Wikia
  - Open spectrum
  - Technopolitics funding models and practice
  - "5000 Groups"

Participants included representatives from CPSR, EPIC, Stanford CIS, EFF, ACLU-NC, CNET, Berkeley ICSI, League of Technical Voters, Media Alliance, the SF Green Party, CivicSpace, CivicEvolution, Future of Music Coalition, Community Technology Foundation of California, and many others from law schools, social media, international organizations and elsewhere.

The energy at this gathering was very encouraging and the resulting momentum recommends doing it again in another several months.

POLICY NEWS:  SECLISTS/GODADDY TAKE-DOWN MESS

Domain Registrar GoDaddy Suspends Popular Security Site Based on Complaint from MySpace.Com

On Wednesday, January 24, GoDaddy shut down the domain name of popular security mailing list archive SecLists.Org based on an informal complaint from MySpace.Com.  SecLists.Org is run by CPSR board member and security researcher Fyodor Vaskovich.  Responding to complaints that they only gave Fyodor 52 seconds of notice between leaving him a voicemail and suspending the domain, GoDaddy general counsel Christina Jones was quoted in Wired saying "I think the fact that we gave him notice at all was pretty generous".  In a News.Com article about the situation, she noted that in their terms of service, GoDaddy "reserves the right to terminate your access to the services at any time, without notice, for any reason whatsoever".  The offending content was one of 250,000 pages posted by 3rd party users to the site, and a similar shutdown could happen to any web site which accepts user generated content such as forum posting or blog comments.

In response, Fyodor launched the site http://NoDaddy.Com to detail this and other domain registration abuses by GoDaddy.

CPSR contends that web content complaints are best dealt with at the site owner and web hosting provider level.  Domain registrars have no control over the content of web sites pointed to by a domain name, and should not take responsibility for policing those web sites.  If they do so anyway, registrars should at least provide the domain owner a chance to refute or address the complaint before shutting down domains without any sort of court order.

CPSR ACTION OPPORTUNITIES:  MEXICO

CPSR Board President Todd Davies was traveling in Chiapas, Mexico, during late December and early January, and reports that there are opportunities for people with computer and networking skills who speak Spanish to work with indigenous communities in southern Mexico and Central America.  Technology needs center around communication infrastructure and support for human rights groups.

  * Public Voice Coalition meeting:
    Civil Society Participation in the Upcoming OECD Ministerial

There will be a meeting held on Thursday, February 1 at 3:30 pm at the EPIC offices in Washington, DC to learn more about the OECD and to discuss the role of civil society and academic experts in the work of the OECD and IT policy generally.  This will be a preliminary discussion with the OECD that will be followed several subsequent conversations.

  * Japan arrests P2P developer, CPSR/Japan comments

Isamu Kaneko, developer of the Winny P2P application, was arrested in Japan in December, on charges of assisting copyright infringement by Winny users.  This is the first such arrest in Japan, and begins a legal process that will contribute to defining Japan's legal position on the parameters of indirect copyright infringement.  CPSR will support and cooperate Mr. Kaneka and the League for Software Engineers in appealing his case in the Japanese courts.  CPSR board member Joi Ito blogged comments by CPSR/Japan president Shinji Yamane regarding the case and CPSR's position.


  * DiploFoundation Call for Applications
    Internet Governance Capacity Building Training Programme 2007

DiploFoundation is currently accepting applications for the 2007 Internet Governance Capacity Building Training Programme.  This programme is primarily designed to improve Internet Governance related knowledge and skills for participants from developing countries and to facilitate community building among individuals with different national, cultural, and professional backgrounds.

The programme is aimed at young professionals from diverse stakeholder backgrounds in IG-related fields and is open to individuals from all around the world.  Participants from developing countries are eligible to receive full scholarship support.  The programme includes an online training phase, a research phase, and capacity building fellowships will be awarded to a number of participants in the programme.

The eight-month programme commences on 1 March 2007.  The online training phase runs from March to July 2007, followed by a research phase from July to October 2007.  Fellowships placements will be offered from July 2007 through to 2008.

The deadline for applications is 10 February 2007.

CPSR is a coalition partner in the Digital Freedom Campaign, and we encourage CPSR members to participate in the campaign individually (this is not an appeal for money but rather a call for action).  This Campaign is about protecting the rights of individuals - including artists, innovators and consumers - to use digital technology, such as digital radio and Internet video sites, for the enjoyment of lawfully acquired entertainment free of unreasonable government restrictions or the threat of costly lawsuits.

Digital technology enables everyone to be an artist and an innovator - to produce music, to create cutting edge films and videos, and to reach new audiences.  Innovative new digital devices allow everyone to enjoy lawfully acquired content when they want, where they want, and how they want.

To be clear, this fight is not about piracy.  We all agree that illegal copying and distribution of creative works is wrong; however, the laws being pushed for on Capitol Hill are not aimed at stopping piracy.  The big record labels and movie studios are targeting law-abiding consumers who have purchased legal copies of creative content, to unfairly preserve their power and increase their control over the distribution of music, videos, film and other creative works.

The Digital Freedom Campaign provides a voice for individuals in protecting and expanding digital freedom rights and as an advocate against efforts to restrict them.  Join us as we promote Digital Freedom.
