A ban on reverse engineering is just another restriction on how you use the product. Under current law, publishers have not been successful in enforcing bans on reverse engineering in mass-market software, but they have been successful in negotiated contract software. UCITA makes the ban enforceable in all cases, unless a court rules that it is not.
