Yamane Chapter Secretary Kazuo Fujimoto Chapter Treasurer Joichi Ito _____________________________________________________ BRIEF DESCRIPTION OF WHAT THE CHAPTER HAS DONE SINCE LAST REPORTING: In January 2003, Asian Regional Conference for WSIS(World Summit on the Information Society) was held in Japan (http://www.wsis-japan.jp/). A member from CPSR/Japan attended to the meeting. On Janury 12th, Nobuo Sakiyama appeared as a speaker from CPSR/Japan on the side event of WSIS Asia Regional Conference and presented the problems of content blocking software. n In January 13-15th, Nobuo Sakiyama attended the WSIS Asia Regional Conference as a member of CPSR, and contributed to the unofficial open forum of the drafting of the Tokyo Declaration, and to the statement of Asia Pacific NGO Coordinating Committee for WSIS. After the conference, Nobuo Sakiyama contributed to the comments from Japan NGO Coordinating Committee for WSIS for the Draft Declaration and the Draft Action Plan of WSIS on May 31st. Since the last year, CPSR/Japan members have warned the public about the risks and vulnerability of Basic Residential Registers Network System (BRRN, aka Juki-net) as the national ID system. Gosuke Takama has warned about the risks of MS-Windows operating system in the governmental system since the last year and it made Japanese policymakers to consider non-proprietary software. In February 15th, Shinji Yamane, Kazuo Fujimoto, and Nobuo Sakiyama attended a workshop held by the liaison group of movements against the Basic Residential Registers Network System. Shinji Yamane presented his report on the security problems of multiple applcation smartcards for BBRN. Nobuo Sakiyama complemented the report of Shinji Yamane with a realistic story with adversaries. Kazuo Fujimoto also discussed with a lawyer about the governance of information systems. The report of the workshop was published as a booklet from Gendaijinbunsha on May 31st, and Shinji Yamane and Kazuo Fujimoto appeared in it. CPSR/Japan also appeals on policymaking. In January, the discussion about Copyright Law and public policy appeared on CHUOKORON magazine 2003 February issue. Speakers are CPSR/Japan officer Joi Ito, Lawrence Lessig from Stanford Law School, and Hiroo Yamagata. In March 7th, CPSR/Japan published a joint statement with JCA-NET (http://www.jca.apc.org/index-en.html) against the Dating Sites Control bill proposed by National Police Agency. CPSR/Japan members including Gohsuke Takama, Joi Ito, and Shinji Yamane contributed to the report "International Research on Privacy for Electronic Government" funded by Japanese government.
